when I publish an an executable, the executable window cannot be resized by the user. Can this be fixed?

I have published by project as an executable. However, when I run the output, the window cannot be resized with the mouse. Can the system be configured so that this window can be resized when published?

    This is possible for HTML output, I don't think it is possible for exe files.
