Why don't my button states display in the browser?

I cannot get the button states to work in IE 11 or Chrome 42. When I rollover the buttons in the Captivate window they turn blue, but in the browser there is no change. They also never display with an active state. What am I doing wrong?

    Are you getting any errors in the console?
