Why is Captivate so expensive for students/Instructors? Why is it not part of CC?

Just found out about Adobe Captivate and am wondering:     Why is it not a part of CC? Will it ever be?    Why is it so expensive for students and instructors?

      The educational version is 1/3 the price of the retail version.

      It's specialized software and I doubt you will ever see it lumped in with the other CC products. I'm sure it wouldn't be economically prudent.

      David, I understand the frustration, price for the total CC subscription for a student/teacher can be as low as 5€ per month here in Belgium.  Compare that with the price of CP? AFAIK there is no reduction for the CP subscription license for students/teachers. You know, I used to be a professor in college.
