Wrap or Symmetrical Not Working in Fluid Box

When I test for devices with thinner widths, I don't know why these small images refuse to group in clusters of four (in the red and orange areas). I've tried just about everything.

Without seeing the setup of the fluid boxes this is impossible to answer. I have a suspicion that you are using stacked objects which are not allowed in normal fluid boxes.

Below is how the fluid boxes are structured. There's no stacked objects or static boxes being used. They are set to wrap to next row.
