If you are not installing Connect on your servers, but rather the Application for joining a meeting you should be able to download it here: https://helpx.adobe.com/adobe-connect/connect-downloads-updates.html#Application

Try using the standalone installer if the traditional installer doesn't work.

I'm not sure what your issue is. You should be getting the installer from https://licensing.adobe.com
