Attendee limit exceeded

We have a full license for Connect and regularly hold webinars with 300+ attendees.  Occasionally, we run into a problem where a webinar only allows 10 attendees and rejects everyone else.  Why does this happen.

    With a shared seminar room, you can run one session at full capacity, and at the same time you can have a few other rooms open for design and dry runs.  These non scheduled sessions have a limit of 10 participants.  The rooms will open up to your full capacity 30 minutes before the session, so make sure people aren't arriving more than 30 minutes early.

    We are only running one session and we get the "exceeded" error even after the scheduled time for a session to start.  I suspect the problem may be in the way the meeting was set up but I don't know what might have been done incorrectly.
