Crop tool plus rotate

Regarding Crop tool + rotation.

When choosing to rotate the cropped image in crop tool selection, a small angle with degrees appears.

Problem: On CS6 install #1, the rotation degree is stuck starting at 6 degrees.

On same CS6 sortware  install on another Mac, the degrees start at 1 degree, making the crop tool more useable.

How can I fix install #1 so it's not stuck starting at 6 degrees?
