Do not have the option to download recording as flv

I am posting this question on behalf of someone else so I don't have every detail but I was trying to assist someone who recorded their Connect meeting and they were trying to take their recording offline.  They had the meeting host license and administrator license and they created the meeting room but when they went to their recording and clicked on the Action button the only option they had was Edit Recording.  Anyone know why they would not have the option to make an FLV?
