How are participants of an Adobe Connect meeting who join as "listen only" counted for the total number of people on my phone bridge?

If I set up an audio profile with an audio bridge with a capacity of 250 people, do participants who join the meeting in "listen only" get counted as a total of the number of people on a call? or is everyone in "listen only" in my meeting counted as one?
