how we can define account exceptions for disabling HTML Client settings for the rooms?

Hi,
As you know, There are 2 ways to enter a meeting in Adobe Connect.: HTML Client, and application.
My university is currently using Connect to manage classrooms; But a while ago they disabled the HTML Client for all participants, for (as they say) increasing service capacity.
But there's a problem; Connect for Android application is not accessible for the blind, and there are over 100 people with visual impairment in our university.
Here's the question; is there any way to enable HTML Client for some of the users while It's disabled for other accounts?
In other words, can an admin set some exceptions to override settings that have disabled HTML Client for the rooms?

No, it is an off or on setting for the room or the account. There is no user defined limitation on having access to the HTML client.
