Hello,

I'm planning to configure SSO using HTTP header authentication in Adobe Connect (on premise), but I'm wondering if this uses

Just In Time (JIT) provisioning or it's only for logging in users? Thank you.

It is just for logging in users. You could use the API to do a JIT provising of the user based on the loging failing. But you may or may not want to do create that script.

Alternatively, you could use the new SSO solution that is a part of Connect or a 3rd party SSO solution to leverage your current user management solution and have JIT user provisioning.
