problem converting guest to user

I have two guests who I have attempted to convert to users. They now appear as users and not in the guest group. However, they are still not able to log into the site. I have tried password resets and same result. I even tried deleting them all together and then adding back as users and they still cannot access.

Any ideas as to what I need to do?
