SYNC function not working as expected

I have published a Captivate 9 file to Adobe Connect 9.5.  When I click SYNC, the participants are not able to see what the host is doing.  I have posted this to the Captivate forum and BDuckWorks suggested asking here instead.

To verify the expected result using SYNC - in my previous experience, I upload a Captivate SWF file to Adobe Connect.  All users are able to control their own file from their computer but when the Host clicks SYNC, the participant view should match up to to the HOST view.  IN addition, if the HOST unclicks SYNC, the participant should be able to watch the HOST run through the SWF file but does not have control to click the screen.

BDuckWorks says - I would search for Adobe Connect support of Captivate 9.0.2, specifically the addition of JSON files.

Does anyone know how to resolve this issue?  I need the Host to have control of the SWF file and the participants watch the activity together.
