The user limit for this account has been exceeded?

Are you trying to use a Meeting room or a Virtual Classroom? 

The Meeting rooms would live in the Meteings tab. Because you don't have any meeting licenses (but it must be enabled for you to use a Virtual Classroom), your account has the ability to have 1 Concurrent user in a Meeting room. So, the second person to try to join a Meeting room would get the licensing limitation message.

A Virtual Classroom would be created in the Training tab of Connect. It's functionality is very similar to a Meeting room, but since it uses a different license, it must live in a different location in Connect.
