how to create classrooms for a school which are always opened and will never expire?

I mean don't have the start time and duration

Yes, the start time and duration are 'Soft Information' which does not limit the meeting room.

If you have the system send the invite, then the invite will include that information and the icalendar event will match it.

The room itself is actually available both before and after the time entered.
