Variable bit-rate video stream

Hello- 2 questions

1.  Is it possible to use my Canon XF300 to stream over the adobe connect platform?

2. I'm curious if there are any options available to stream live video in Adobe connect at a multiple bit rates?  In other words, viewers with a strong internet connection would see a higher quality video stream than viewers with a weak internet connection. Additionally- any possible solutions must be viewable on an ipad.
