I'm trying to export my substance project as a .psd file with the same layers & layer order that I have in substance painter. I do not own photoshop so I cannot export to photoshop. Is it possible without photoshop to export as a .psd with layers?

Hi @Jack29611712lqb0,

Thanks for the question.

There is two ways of exporting .PSD from Substance 3D Painter. You can simply set the File Type at the export to .PSD and for this one, no need to own a Photoshop license, but you won't have the layer stack.

If you want to export the layer stack to Photoshop, you'll need to use the Photoshop's plugin and to own a PS license (Photoshop needs to be open in order to load the layer stack).

Here's a tutorial on how to use the Plugin.

So, to answer your questions, this isn't possible to export the Substance Painter's layer stack to Photoshop without a license.
