How do I increase/decrease the intensity (strength) of the normal map?

In Substance Painter, you can change the intensity of the normal maps of some basic materials. (first picture) 

How can I do the same with a custom normal map in my personal material?

In my case I need to reduce the intensity of the normal map.

Thanks for the question.

 

Materials from Painter's library are all made with Substance 3D Designer, and it's pretty simple to add a parameter dedicated to the Normal intensity in Designer's graphs.

 

In Painter, there's natively no Filter dedicated to the Normal Intensity. That being said, you can duplicate your layer, and tweak the opacity of the second one. A cleaner solution would be to create your own filter with Designer, or look for one online.
