Mouse Jumps off screen

So i have this weird issue. I am running dual monitors and whenever I scale a brush, rotate or even try to use the color picker, my mouse continues to jump off screen or to the other

Also encountering this issue. It seems like the mouse movement is still being registered while ctrl or shift is held, then when the key is released the mouse jumps to its new postion.
