I am wanting to create an interactive 3D mockup for customers to customize through our company website. Does Adobe Dimension have this capability? If not, what software would be best for what I am trying to achieve?

This isn't a workflow that Dimension can handle directly yet but it is on our radar.  We're primarily focusing on this through AEM, Adobe's Experience Manager, which is part of the Marketing Cloud offerings.  It's generally used by larger businesses for asset management and deployment to sites.  But once we have the parts necessary for that then individual users could also take advantage of it.

We have a GLTF export for web available on our prerelease.  You could start with that and then see what you could customize yourself in the mean time.  The Prerelease can be accessed here:  Adobe Prerelease

no

I'd use pure code i.e, bootstrap for the front and XenForo 2 runs the backend but that assumes these designs need to work in real time
