Apply an action on surface like a picture

Hi there.

I'm having an issue with applying an action on surface. When I choose the picture by action it is keep repeating it on the whole object while I just wanna apply it on the top.

use the magic wand to select only the part of the model that you want to have the decal on then drag the image onto that selection
