Decal being cropped by parts of object

Hi all,

I am trying to place a decal on this bottle, overlapping the gold ribbon. For some reason it seems to "slip" into the ribbon, rather than overlapping it. The outlines of the ribbon seem to crop the decal whenever I drag it over:
