Dimension is supposed to be available

My students with the all-apps plan cannot find the "show older apps" setting, and cannot install Dimension

is this school using a Proxy server to filter the internet from little minds?

why are they installing Dimension instead of it being pre-installed... are these personal systems like M1 Macs?
