How to Change size of an object in a photo?

I want to be able to change the size, i.e. one dimension, height or width, of an object in a photo. E.g. I have a fish on a line in a photo I want to make the fish longer or fatter ?

you want Photoshop and the raw image i.e, not a Jpeg to do this without it looking bad... you could make the fish into a 3D model and then use Dimension
