Ok Im venturing into uncharted territory with absolutely zero experience with 3d formats. I only work with Ps, Ai, and Id. Ive been seeing 3d posts on facebook from photos and i want to take a crack at it. Basically extrude elements from an image and make them appear somewhat 3D so that i can export it to glTF 2.0 and upload it onto faceook. Is this the ap? If not, what ap would i use or what software?

Dimension is a compositing tool where you can combine 3D models and 2D images to do mockups, product shots, and creative compositing. It doesn't have any 3D creation, so you'd need to use a different tool to actually build shapes. Photoshop can extrude vector and text, and then you could save it as an .obj, import it to Dimension and go from there. We don't have a gltf export yet, especially for Facebook as the size restrictions are really strict, but this is something we have on our Prerelease program. If you keep your models small you can export to GLTF and GLB and upload to Facebook. You can join the Dimension prerelease here Adobe Prerelease
I'm not aware of any programs that can extrude elements from an image into 3D models. If you have an example of what you're trying to accomplish that might help direct the community in guiding you.
