I don't see an effect because its not a 3D model but just an image

as to how you would make it ? I would just one of the marbel materials with a custom wireframe pattern swapped into the texture

IMHO you need to use special material to achieve this effect and work with lights in Dimension. May be you can find anything at Substance Assets?
