Scale object in dimmension

Hi, I have a problem in dimmension. I want to free scale object (Scale Z Y X) by color cursors near object (i dont know how to call this).

When I draw one of them scale of object are lock. I can't distort object by color cursors. I can to this on the right side by changing digits but it is more uncomfortable to me.

Sometimes I haven't got this problem but in other day I can't deal with it.

What am I doing wrong?
