ExmanCmd fails and gives error code 513

-513 is listed in the error codes here:

-5xx (-500 to -513)

Failed to update the database

The extension or plugin is corrupted. Try installing it again.

Behind the scenes the exact error is this: 

EXMAN_FAILED_ELEVATE_WRITEDB = -513

Based on some recent cases of users having similar issues, there could be a number of things happening here... but based on the error, you could try running ExManCmd as `sudo` if you haven't already.
