Flash player with OS X Catalina 10.15.3

Flash Player is fully supported on macOS 10.15.  See https://www.adobe.com/products/flashplayer/tech-specs.html for supported platforms.

To find out why installation is failing, I'll need to review the FlashPlayerInstallManager.log and system.log files for the same installation attempt.  System.log file is a systemwide file that Apple logs many things to.  We only care about the Flash Player entries in this file, not anything else.

After you have captured the logs for the Flash Player installation attempt, upload the logs to Document Cloud (see https://community.adobe.com/t5/flash-player/how-to-share-a-file-using-adobe-document-cloud/td-p/4787523?page=1) or some other file sharing service of your choice that doesn't require account log in, and post the link to the uploaded files in your reply.
