All browser's block Flash Player by default.  If they detect the content requires Flash, they prompt the user to enable Flash.  If they can't detect the content requires Flash, they can't prompt to enable Flash.

Please see https://helpx.adobe.com/flash-player.html for information to enable/allow flash in the browser.  If this doesn't help, provide the following information:

    • Operating System, including version
    • Browser, including version
    • Direct link to content that isn't workiong.

For Adobe Reader issues, please post to https://community.adobe.com/t5/acrobat-reader/bd-p/acrobat-reader
