After upgrading to FM2020, pdf file suddenly "untagged"

I've just converted a FM2019 document to FM2020. When I open the newly published pdf I get the following message:

 I have never seen this before. Any FM2020 setting I have missed?

    Enable Create Tagged PDF in the Publish Pod.
