Anchored Frame: "Element Tag" field

in the FM 11 Anchored Frame dialog, is the Element Tag field broken? I'm in structure. When I insert an <Image>, when I click New Frame, the field value changes to <Button>, which is my alphabetically first graphic element, but not what I said to do and also invalid. When I change it back using the picker, it's fine, but the anchored frame dialog still thinks it's a button. And there are no options on the drop-down list. Any advice/help would be great.
