Bjørn's new templates not present in FM-2022

Bjørn Smalbro developed two new templates for FrameMaker (). By newsletter I got knowledge that these were integrated in the newest FM version (17.0.0.226).

In my installation of this FM version - downloaded from https://helpx.adobe.com/framemaker/kb/framemaker-downloads.html they are not present in any language.

So I downloaded TCS 2022 from https://helpx.adobe.com/tech-comm-suite/kb/tech-comm-suite-downloads.html and find this (inspecting the ZIP file):

The new templates exist in the US version, not in the other languges versions

→ Why are these templates not included in the standard FM distribution? and not at least for the EN version?
