Bookmarks in wrong hierarchy (FM 2022) on Win11

Amidst the bookmars of an FM book level 1 marks are not in order: Those marked by { should be below the yellow area. The PDF setup is the same in all chapters and in the book. I have checked and generated 3 times by Save as PDF.

Any ideas where to look for the reason of this?

The usual suspect would be that the Library - math functions heading is not in the normal Flow A connected text frame, but in some other page frame, or on a disconnected page.
But I suspect you've already eliminated those possibilities.
