Can I use an HREF command in FM2015?

I am trying to create a Master Help file (Index.htm) that the user will be able to launch other help (Index.htm) files.

I want to use the following if possible:

<a href="../subfolder/subfolder/Index.html">Link Text</a>

I need a workaround to another issue I'm having where FM2015 cannot publish a large help project. Re: FM2015 Error message "Failed importing documents" when publishing book to responsive HTML5
