Can't install 12.0.4 patch

Does anyone know why I'd not be able to install the FM 12.0.4 update? I've currently got 12.0.3.424 installed, and when I go to the Help menu, the "Updates" menu item is greyed out. When I run the Creative Cloud app it doesn't list any FM updates there. I've downloaded the 12.0.4 update installer from the website, and when I run the installer manually it tells me ..

     Update Failed

     Updates could not be applied

     Please contact your Administrator if you wish to apply updates on your machine. Updates have been

     suppressed by the Administrator.

I'm the admin. I have admin permissions. I get the same message if I run this "As Administrator".

Any ideas?

    Check to see if you have Full Access on your C:\ drive – betcha you don’t (even as an admin user, Mr. Bill wants to protect us from ourselves)

    I've installed all sorts of things as well as earlier FM updates without trouble. Is there something special about this patch that would trigger different permissions? What would I check to see if the access is limited for this update?
