Can't obtain case form for transfer of FrameMaker licence

I want to start the process of transferring a licence for FrameMaker from a seller to myself.  But the instructions at <Transfer an Adobe product license> ask me to contact Adobe to first obtain a case form, but the "Contact Us" link just sends me to the forums, not to a message form I can fill in.  How can I get out of the product support universe to find someone to email re a legal issue?  Is it possible to reach a human any more or has Adobe delegated pre-sales and post-sales support totally to users?
