We use FM15.

Can we downgrade from FM15 15 to FM12?

I'm also unclear on what you are asking for, but it seems like there are two possible scenarios:

You want to go back to working on FrameMaker 12. If so, you can download the software here: Download FrameMaker | 2017, 2015, 12, 11, 10, and 9. You will need your FrameMaker serial number to complete the installation.
You want to open existing FrameMaker 2015 files on a system that has version 12 installed. If so, open the files in FrameMaker 2015 and use File > Save as to save them as MIF (Maker Interchange Format). You will be able to open the MIF files in FrameMaker 12.
