It's probably used to convert FrameMaker to HTML via the File > Publisher command. Do you have this file on your system? If so, do you get the error when you launch FrameMaker as a standalone program (not through ST4)?

The mifhtml.dll exists in the Publisher directory. Publishing to basic html can only be tested with existing content. If content is loaded throuh ST4 in structured mode, basic html publishing works.

Deleting

MifHTML = Standard, Publish FrameMaker Documents, fminit\Publisher\MifHTML.dll, all, null, fminit\Publisher

in maker.ini solves the error report.
