Cannot install FrameMaker due to Internet Explorer compatibility issues

Hi, we cannot install FrameMaker 16 (2020) to a Windows 10 computer. We have had the same issues before. This time the given instructions on  helpx.adobe.com/x-productkb/global/update-operating-system-and-browser.html do not help. Do you have another idea, how we can solve this strange problem?
