Center Figure number under anchored frame

This is a good FrameMaker feature request.

Adobe InDesign has the same four paragraph alignment options—Left, Right, Center and Justified— as FrameMaker, plus a few more: variations on how the last line is aligned on justified type, but also Towards Spine and Away from Spine. The second to last one would take care of this for you automatically, if only it was included in FrameMaker.  If you decide to add it as a feature request, come back and let us know. I'd be happy to vote for it.

If, as is usually the case, the caption needs to be centered under the now-non-centered image, changing the alignment of the paragpah hosting the Anchored⊥Frame is likely to break that.

A common work-around is to put the imports in a borderless 2-row table, with the image in the upper row, and the caption in the lower.

If there is also a need for an image accession# or metadata, the table can be multi-column, with the top row straddled.

The paragraph with the figure number has a Paragraph Format associated with it. You should be able to change the Alignment property under the Basic tab and click Update All. If the binding alternates left and right and you want the alignment to follow the anchored frame's alignment, you will have to assign a unique Paragraph Format to each figure number paragraph, depending on the page side. Unfortunately, if your document reflows, the anchored frames will realign, but the paragraphs won't. This would be a good candidate for a script.
