Chapter needs to start from dita topic not from dita concept

Hello,

I am working on DITA 1.2 with FM11. In a ditabookmap I have added Concept ditamap (which contains two concept files) and Topic diatmap (which contains multiple files), But I need chapter 1 should start from topic ditamap. I don’t want to show concept as a chapter. I have defined templates but when I generate FM files I didn’t see any chapter number on concept files but topic ditamap is starting from chapter 3.

I need topic files start from chapter 1. Please anyone suggest in this issue.
