Character Palette Does Not Seem to Open

Question

I have a file open in Structured FrameMaker 13 and the cursor in position to insert a Trademark symbol. Selecting the menu options (none of which are "grey'd out") File > Utilities > Character Palette... , no subsequent window or palette seems to open or become available in the menu bar. Does anyone know what I am apparently missing?

Update - I noticed that the Character Palette does come up if I only have one active "instance" of FrameMaker. The palette only fails to come up if I have started FrameMaker more than once at the same time, with different files open in each "instance".
