Conditional Paragraph Reference Frame

This should be simple.

 

I understand how to create a graphics frame on the reference page and use the advanced tab of the paragraph designer to apply the graphic in the frame above the paragraph.

 

I need to apply a different graphic based on the conditional text selection. I can't conditionalize the graphics frame, but I should be able to conditionalize table rows.

 

According to this post: https://community.adobe.com/t5/framemaker-discussions/table-on-reference-page/m-p/12991444#M75070 - I should be able to insert a text frame inside the graphics frame and insert a table inside the text frame, insert my graphics inside the table and conditionalize the table rows (FM 2019) and that SHOULD work.

 

But when I insert the text frame, the option to insert a table is grayed out. What am I missing or is there a more simple solution?

    Disregard, I think I figured it out. I had to click inside the text frame so that I had the I-beam cursor before I could insert the table.
