confused about dynamic filters

I am using FM2019. When I go to Publish-Dynamic Content Filter, I have nothing in the Tags and Expressions pane, despite having created tags and expressions. Here were my steps:

- i created conditional tags and applied them to the appropriate document areas

I created expressions

but when i did Publish-Dynamic Content Filter, I am presented with a blank 'Available Tags' box. 

What am I doing wrong?

Any advice will be greatly appreciated.
