when creating the book (pdf) from framemaker, why is it that when i open the pdf and try to find a word, part number etc, it does not work

A few details about which software versions are you using, how specifically the PDF was created and which options were used, do any of the other PDF text tools work (touch-up, copy, etc.) and so on would be useful.

In general, there are no issues in finding text in FM generated PDFs as long as no CID-H fonts are used nor any text in SVG prior to FM12.0.4,
