dynamic/persistent bookmarks

I am working with a colleague on a project. I need to be able to use QR codes (which will be set in stone once they are created) to link to a specific section of an owner's manual. The challenging part is that the owner's manual is constantly being updated, so a static bookmark won't work. Is there a way for him to create a bookmark that will always point to the correct paragraph even after the document is updated with extra text (page numbers may change and things might move around)?

    If the links are internal to the single PDF or HTML output (basically, you're managing a book, and the link points to a location in the book), then a hypertext marker using Named Destination should be fine. Otherwise you'll need a way to manage the relative PDF or HTML project locations.

    The basenote doesn't specify where QR resides relative to the book.

    I presumed external, and scanned with a device like a phone or tablet.

    If within the same document, Xref'd images would be easy.

    What file format is the book?
    PDF? HTML? eBook?

    For PDF, Named Destinations allow deep symbolic links, but as I recall, an aftermarket tool is required to get them to work.

    There may be other hacks that depend on features of specific PDF readers.
