element boundaries (tags) is not enabled

The element boundaries (tags) are not visible in the fm file even after enabling the tags. Is there any specific reason why the tags couldnt be enable

A thought from an outsider (no experience with structured FM); is the document by any change "Read only"? Can you change the text somewhere? If not: unlock the document by ESC, F, l, k (l is lowercase L).
