Element: NoName is undefined

Using FrameMaker 2017

Step 1. From FILE->NEW->BOOK

Step 2. Using the STRUCTURE pulldown menu, validate the .book

Error: Element Validation

Element: NoName is undefined.

From the Structural Development Ref pg 178/262 I have to add RootElement as highest element.

Modified the Element Definitions Document to create a RootElement as highest element.

Now it tells me I need to edit the "Conversion Table"?

What is the easiest solution to this?
