Elements missing in structured application?

Ok, here's what I've done so far (in roughly the order I did it): 

1 created an EDD.

2 exported a DTD from the EDD.

3 created a template with the proper page layout and imported all my element definitions into it.

4 created a configuration file

5 Under Structure >  Application Definitions > Edit Application definition, I created a structured application (SystemManual) by providing the paths to the DTD, template, and configuration file. I saved the changes to the structapps file.

 

It is my understanding that I should now be able to do the following:

1 open a blank .fm document

2 select Structure > Set Structured Application > System Manual

3 In my blank document, I think I should be able to use the master pages and elements defined in my template.

 

However, the elements catalogue remains empty and my master pages have not updated. 

I know that I can import most of what I need from the template, but I'm specifically trying to get a grasp on the structapps file and how to use it properly. I also don't know how else to use the config file.

 

Am I misunderstanding how this works? Did I miss a step?

    In step 1, choose File > New Document, browse to your template, select it, and click New.
